Domicile refers to a person's permanent legal residence, not just where they live temporarily or were born. Particularly Vulnerable Tribal Groups (PVTGs) are centrally recognized special category from among the Scheduled Tribe.
It was constituted during the 4th five year plan on the basis of the report of the Dhebar commission (1960-61).
Such groups were identified by one or more of the following features:
Pre-agricultural level of technology,
Low level of literacy,
Economic backwardness,
A declining or stagnant population.
There are total 75 tribal groups have been categorized categorized by Ministry of Home Affairs as Particularly Vulnerable Tribal Groups (PVTG)s.
PVTGs reside in 18 States and UT of A&N Islands.
Konda reddy of Khammam district of Telangana and Irular of Tamil Nadu are in the list of PVTGs.

Under Article 356 of the Indian Constitution, the Governor of a State can send a report to the President of India recommending imposition of President Rule in the State. This is a discretionary power being conferred upon the Governor.
He appoints the Chief Minister (CM) and other ministers. They also hold office during his pleasure. The appointment of ministers in the State cabinet is not at the discretion of the Governor. He only formally approves the appointment. The discretion comes under CM.
The governor can also reserve the bill if it is against the provisions of the Constitution, opposed to the Directive Principles of State Policy, against the larger interest of the country, of grave national importance, etc.
He makes rules for the more convenient transaction of the business of a state government and for the allocation among the ministers of the said business. But this power is not under the Governor’s discretion. He acts on the advice of the Council of Ministers.

Goa was liberated from Portuguese rule in 1961 and became a Union Territory. It was granted full statehood on 30th May 1987, becoming the 25th state of India. Other dates are related to different events but not statehood.
